A May 2024 study by the American Land Title Association and economic research firm NDP Analytics with 783 responses found seller impersonation fraud — when someone fakes the identities of property owners with the aim to sell their properties — is fairly common. Twenty-eight percent of title insurance companies experienced at least one seller impersonation fraud attempt in 2023; 19% saw attempts in April 2024 alone. Read the Business Insider article here.

Podcast Episode 19 – Unlocking the 2024 General Election
C.A.R. has released the latest episode of the Unlocking California Politics Podcast: Unlocking the 2024 General Election Ballot Measures, where we discuss the three statewide ballot measures on which C.A.R. has taken an active position, “For” or “Against”.
In part 1 of this episode, C.A.R.’s Senior Vice President of Government Affairs, Sanjay Wagle, is joined by Josh Pulliam, founder of JPM+M, and Jim DeBoo, founder of DeBoo Strategic Affairs, to talk about the dangers of Prop 33 and C.A.R.’s support of Prop 34. In part 2, Sanjay is joined by Kellie Swayne, a third generation REALTOR® and current president of the LGBTQ+ Real Estate Alliance Sacramento chapter, to discuss C.A.R.’s positions on Prop 34.
Proposition 3 and Its Real Estate Implications
In February of this year, the C.A.R. Board of Directors adopted a "FOR" position on the measure that will appear on the November statewide ballot as Proposition 3.
Proposition 3, also known as the "Right to Marry and Repeal Proposition 8 Amendment", is a legislatively referred constitutional amendment that would repeal another ballot measure, Proposition 8, which was approved by voters in 2008. That measure defined marriage as a union between one man and one woman, and declared that a "right to marry is a fundamental right" in the California Constitution.
Real estate implications for Prop. 3 include whether same sex couples would be deprived of marriage benefits (including tax benefits, unrestricted transfer of assets, and equal asset division upon separation) and fair housing concerns, in the absence of the protections proposed by the measure. Market Update
With mortgage rates climbing to a 3-month high, housing demand in the past few weeks has gone down as the number of mortgage applications reached its recent low since July. Home sales, as such, will likely remain soft in October and November until rates start coming down again. Meanwhile, new home sales last month reached the highest level since May 2023 as new housing markets benefited from low rates in September. However, with rates back to 7% recently, sales momentum in the new housing market will likely slow in the near future. On a brighter note, consumer short-term inflation expectations in September continued to stay at the lowest level since early 2021, which at least offers hopes that rates could gradually come down in the coming months.
